I don't know for certain, but I believe it is purely asthetic. In most cases this allows a clear view of the branding and has a pleasing symetrical look. Many times you will see digitals showing 10:10 too...

 

One of our resident experts will chime in if there is a concrete reason behind this...

10:10 - also 10:08 or 01:52 - all look nice and symmetrical, mostly provide unobstructed view of logos and subdials. Makes the watch smile!
For symmetry some chronos are even photographed with the chrono seconds hand at 38 sec (opposite the minutes hand at 08 min), aka "Industry standard 10:08:38".

Makes since. At that time setting most complications on most watches would not be blocked by the hands. ;)

Yeah, I try to stick with 10:09 on my newer watches and 8:18 on my vintage watches.  Here's an exception where I had to improvise to avoid covering any important dial features.
