Well, it's already a crime as it is, as well as a breach of contract. As for US federal law, the seller was in Canada. Even if the buyer was in the US, I doubt that extradition would be in order for a $700 case of mail fraud. If the buyer was in Canada as well, then US law obviously doesn't apply. Proving who did it, though... that's the tricky part in any of these situations. Anybody can anonymously set up a Yahoo account. If payment was made by money order or wire transfer, then it's not going to be recoverable.
