 One of the things I look for is a temperature difference.  A PVD coating should be warmer to the touch than the metal or even a thick paint finish.  Next I look for a friction difference, should have less friction than you would expect even on an irregular surface.

As far as cost and good finishes go I would not rely on price to much.  I have has Phantoms that lost part of the finish and much cheaper watches that held theirs.
