I don't even think you would have to "sand".  I think all you would have to do is set the color in, and then, while still wet, wipe away.  Granted, some color in the grooves would be "dragged out" on the 1st application, but with a repetition or 2, it should cover quite nicely.  The crystal would need to be properly coated with "vasoline" petrolem jelly to prevent the color for getting between the bezel and the crystal if you were to perform this without removing the bezel.
