Orient is partly owned by Seiko. That being said, they have their own movements and styles - there is no overlap between the two companies and no shared designs. Orient Star is their higher-end line and within that there is the Retro line of watches. The one in the link you included is supposed to recall the features of a motorcycle. You can see the tank and the fairing suggested by the plastic-looking pieces.

Orient watches usually have some nice features for the price you pay. Note that this watch has a Power Reserve complication for example. People love Orient watches. I personally find their styles to be somewhat over the top. The only one I ever purchased had folded links rather than solid, so it got returned. Each to their own...
