I've read that a diver can be used to track a second time zone by simply turning the bezel... I think it only works though with relation to the hour hand, and is a bit difficult. 

Better yet would be any of the Citizen dive watches with dual analog and digital display.

No, the alarm dial would not go off unless you activated the alarm and the subdials would "spin" in this fashion:

1) The "9" oclock subdial is a seconds hand like on the unitas 6498 movement.

2) The "alarm" subdial would move only to keep the 2nd time zone (rotate once every 12 hours)

3) and the top subdial (minute counter) would only move if the stopwatch function were activated.
