Most of the time the bezel is going to be with BIP at 12 o'clock.... if you look at the bezel the number 30 is oriented at 6 o'clock. If the numbers face inward then the 30 would be upside down.
Obviously, it's the choice of the watch designer to do it however they want, and either way it's not a deal breaker. But just for the record, I quickly checked about 25-30 different brands of dive watches - major brands and boutique brands alike - and ALL of them orient the 15 and 45 toward the dial face, and all but one (Enzo) orients the 30 toward the dial (making it upside down when the bezel is in the normal position).
