I believe the "Force" meter is just a numerical representation of the Power Reserve which is shown with the colors of the Italian Flag on the other side of the indicator. 

I'm seeing 1/4, 1/2, and 3/4 gradations showing on the "Force" dial (and since I don't see any reference to the Jedi Council on this particular piece, I'm going with my first guess on this one).
