If you purchase a used watch on ebay, there is a risk involved. You aren't much safer buying new. You can strike gold or you can get a piece of crap. A shocking percentage of items sold on ebay these days are fake or counterfeit.
I can't see blaming the brand or manufacturer in this case.
You are correct, I have seen many people who bought HMTs so called mil issue watches from ebay complaining about genuineness of these watches.
Most of these watches have painted dials and franked backs.
