Nope, not the same movement as the Seikos.  OM and BM have the Seiko 7S26 movement.  This Orient uses the Orient cal. 469 movement.  They are similar, and possibly related at some time in the past, but are not the same, and are not made in the same facilities.  Orients mechanical watches all use Orient in-house movements.

The biggest differences upon quick examinination:
  • Seiko quick-set day is via the first crown click.  The Orient quick-set day is via the button at 2:00
  • The two movements use different styles of shock-protection for the balance wheel
  • The shape of the balance cock is different
Orient has a much wider range of variants of their basic movement available:  Power reserves, world time, pointer day, pointer date, sub-seconds, etc.
