I would only refund money upon actual receipt of the watch back in my hands. I sold a watch to a guy on ebay. I was trusting (a mistake in this case). He claimed it arrived with scratches on the crystal. Since it was only $75, I Paypaled the money back and told him to ship it. He kept the watch and told me to bite the big one. That said, it should not be a big deal to put the crown and stem back in on that watch. It is a 17-jewel hand wind model and it should be relatively simple to secure it back in.
