Maybe I'm not understanding what you are saying here, but they all look like they have chrome edged hands to me?

#5. The usual Seiko diver's meatball on the second hand is in front of the second hand. This one's meatball is at the rear, something borrowed from the usual Seiko 5 line.
Seems like the 399 shares the same 'meatball at the rear' seconds hand as the SKX007, the SKX173 has the meatball at the front though.

#6. The 12 o-clock index is different from the usual diver in the sense that the base is narrower.
SKX173 has the narrower base too.

#7. The usual Seiko auto diver has amazing lume....10/10. This one is about 9/10, on my subjective visual ocular scale.
Yes, I agree with that.

I think your observations are mostly true when comparing the SKX399 to the more common SKX007, but if you compare it to the also more common SKX173 (which was produced with the USA market in mind) I think a few of these points are a little bit off (see my comments in blue above).
