Because eBay owns PayPal and they have rigged the Roulette table.  Basically, if someone claims that they did not receive the item PayPal automatically refunds their money (if it is in the account).  However, if there is no money on account then you are basically SOL in getting your money back unless you used a CC for the transaction.  If you used a CC then you have to go through them to get the money refunded.  However, and this is a big one, that means that PP can bar you in future from using PP.coyote2.gif

Basically, its a game - they own the table and make money no matter what but they are not about to enforce rules on high vol sellers nor actually go after anyone if it takes any real effort on their part.

 

I use PP for eBay but never leave much money in the account.  If I am buying from someone I do not know I fund the purchase through a CC to add a layer of protection.
