 Just as a side note, I have instigated a charge back to my CC from Paypal before and not had my account suspended.
I filed a dispute with Paypal first won the dispute and then issued the charge back.

Plus being a geek I found out where the guy lived who took my money and made sure that Paypal and my CCC knew I knew. I think they both decided it was better to make me happy rather than risk me taking a big stick to the guy and opening themselves up to some kind of liability. Then again maybe I just got lucky.
