Different  Doctor.The Time Lords may have started out wearing  fine watches but probably kept on banging them on the door of the Tardis .They then would have switched to inexpensive yet still nice quartzers( seiko casio armitron) and  then gave up on the idea altogether.Plus time travel couldn't have been easy on a watch  and then you have battles with Daleks etc.
