As an IFR Rated licensed private pilot:shock:, let me simply say it appears to be a slightly modifed E6-B Flight Computer which computes time, speed, distance, altitude, true airspeed, and density altitude problems as well as conversions of statute and nautical miles. http://www.flightstore.co.uk/asa_e6_b_flight_computer.pilot.supplies/use.id.5.item_id.1000.dept.115.dept_l2.117.dept_l3.0/ It would seem to me that the red hand would be use for monitoring fuel, although I am not positive.
