As an IFR Rated licensed private pilot:shock:, let me simply say it appears to be a slightly modifed E6-B Flight Computer which computes time, speed, distance, altitude, true airspeed, and density altitude problems as well as conversions of statute and nautical miles.

It would seem to me that the red hand would be use for monitoring fuel, although I am not positive.  Most General Aircraft (with which I have experience) carry about 4hour (+) of fuel.
