okay, but what about visually? Is there just jewels and such on the decorated and no jewels on the non decorated?

No they all have jewels, which I understand are placed at any friction/pivot points. The main difference is usually an engravement on the rotor or maybe an intricate brushed pattern on the movement body. These go by various names like guiloche, etc... In the end, unless it has a clear display back I could care less if the movement was decorated or not.

Da jewels are a very important part of every watch movement regardless of decoration. Even better quartz movements use some ruby jewels at friction points.

Here ya' go Huckhand6.gif Below is a base watch movement or "undecorated"...this one happens to be a level 1 eta 2824-2...there are 5 levels of watch movements based on decoration,materials used and shock sysytems.  Below is a level 5 COSC chronometer grade decorated watch movement as noticeable by the screwed in balance wheel and fluted spokes....this happens to be a Breitling caliber with geneve' stripes on the rotor and perlage' work thoughout the base plates only thing missing are the furnace blued screws which happen to be one of my favorites.

These guys are just trying to confuse you. According to the Swiss Federation and also backed up by an alleged TV watch expert/guru the definition and differentiation between the two is as follows. A non decorated movement is not decorated. A decorated movement is.
