I might be inclined to ship if the tracking was the only issue, but what if the buyer takes his good old time to leave feedback, heck I've had many people never leave feedback....for a 2K watch maybe, but $200????

Tony, I have been hit with the same thing too recently. I was the buyer. This happened as it is a new rule of Paypal which helps to protect buyers. BS I know but it is imposed.

The seller, which has LESS THAN 10 positive FEEDBACKS as a SELLER, called me and told me that he would not ship the item, worth $200+, to me when he did not get the fund inside his PAYPAL account. So I called him and based on trust, I was taking the risk actually, I told him to cancel and refund me the payment and I paid him via ordinary "SEND MONEY" way. So he got the fund and shipped the item to me.

In your case as the seller, I am afraid you have to ship the watch out to the buyer in order to get the fund. Remember to send with tracking number as a PROOF.

Tony, all is well here.

All you have to do after this is, sell some cheap stuff and listed them for $0.01 to get at least 10 feedbacks as SELLER. Then this problem will be gone. ;)

GENERAL RECOMMENDATION TO ALL:.........NEVER log on to your PayPal account or your eBay account from an email.  ONLY log on by using your normal bookmark or by typing in the URL.  This is the ONLY way to make sure you are logging in to the real site.  This goes for your bank accounts, etc. too.

 First time for me also Tom....even with satisfactory transaction I think this is going to make people shy away from using E-bay.

I have a rating of 100% and only bought or sold 20 items...I had this happen to me once this yr. I sold my Penn State football tix's and when the person who purchased the tix's gave me a good rating the funds were released. So I got my funds a week later....

I just had a positive experience, I bought a Wii from a seller with 100% positive feedback. She never shipped it, although she gave me a song and dance about a tracking # being in her husbands truck. Finally I filed a complaint via PayPal, and after she had not responded to them in 10 days, I got my refund. Sucks, because now I have to track down a Wii locally, but at least I got every penny back! I've used their guarantee in the past too, where someone sold me a used camera but never stated it was used. I disputed, Paypal agreed w/ me, and I got my refund.
